Survival RULEBOOK for small-medium groups

I am trying to find a 'guide' that may already be written on survival rules that need to be implemented in time of a possible emergency situation.

For instance -- children' daily activities/schooling; scheduling for garden, kitchen work, guard duty, etc.

I was just thinking that if our family -- All NON preppers come here if and when TSHTF scenario, that they would be completely almost unmanageable with 15 grandchildren included in the group.

I am writing them a 'letter' and telling them that they need to RSVP and start bringing their families supplies/food here to premises if they are planning on coming here if the need arises.

I am also wanting to tell them 'how it is going to be'. ie. strict guidelines, garden working 24/7, outside potty in woods, sanitation, illness along with with all supplies/meds they need to bring.

I am trying to find something that may already be written to this effect -- a CONCISE guidebook/rulebook for a small-medium type community group setting.

Does anyone know of anything that may be out there someplace..... I am wanting to find something that someone else has written so that I can send it to them, because if I just write in my own words they are going to be ... well you know -- the may 'bow up', and think I am being nuts or mean, or whatever. (they already think we are crazy preppers)

Considering tho that we are preppers and they are not -- and there are 5 families of kids/parents -- I am needing to get some rules and guidelines ready for them.

We can't have them all just showing up with no food, no meds and thinking they are going to 'act normal'.... ie. uncontrolled children who don't do chores, etc......

Can anyone give me a link or book title or anything that would work for this.

ie. for instance -- I am going to be designating an outbuilding for the children to sleep/school, etc.... and will be having the older children do chores... Set bedtime at dark, up at sunrise for homeschooling, etc.

Then I will be having the women who are not tending garden or watching kids, work in the kitchen to prepare the meals for the men who will be 'working' in the field. .... etc., etc....

Has anything already been written like this?

ie. small community rulebook/guidelines for survival

I am wanting to include things like: sanitation, gardening work schedules, kitchen work schedules, homeschooling scheduling, managing children/RULES (lots of younger kiddos) ... etc., etc.....

There was an awesome letter someone wrote on the bird flu board to send out, I can't even remember the website address, but I know I saved it off somewhere.
I'll start looking, but even scanning my hard drive takes four days, I saved EVERYTHING and now I can't find any of it.
It may be several hours at least before I find it.
Someone on TOL wrote a guide , I liked the letter better, the guide was a little harsh, but it was good too. They deleted everything prior to January, so I'm pretty sure it's gone forever.
We'll be going by the Pilgrim rules, if you don't work you don't eat. I would appreciate it if people brought bottled water and towels and sheets, but I'd let them in without them.

Why are they wanting to limit the things the women will do? They can pull guard duty just as easily as a man can. They can swing an axe just as easily as a man and can cut firewood for heating/cooking. They can work a shovel like a man, too...for latrines and such. They did it back in the early years of the 1800s; they can do it again when the SHTF. Think about it...the man either out in the field plowing or in the woods hunting...who was left at the house to do *all* the chores? And that might be the answer to your question...get a few copies of the Lara Engles(sp?) books, "Little House on the Prairie". It gives a fairly detailed look at 'everyday life of the 'family farm' back then...like what it'll be when....
